Overview

The EDA Steering Board approved the progressive implementation of TSAMA on 28 February 2018, starting with a pilot case for transport aircraft. The pilot project aimed to assess the benefits of harmonizing national safety regulations in military air transport operations, with a view to improving mission effectiveness, responsiveness, cost-efficiency, and safety.

Methodology

The project followed a structured methodology, using relevant European Union Aviation Safety Agency (EASA) regulations as a foundation and incorporating specific safety regulations from pMS as needed. The project consisted of three work packages:

  • Identification of Basic Aviation Safety Principles (BASPs): High-level principles that pMS should consider for the safety regulation of military air transport operations.
  • Development of the European Military Aviation Safety Reference for Military Air Transport Operations (EMASR-MilAirTrOps): A comprehensive safety reference based on the BASPs, harmonizing safety regulations across pMS.
  • Project Evaluation and Validation: Assessing the effectiveness and benefits of EMASR-MilAirTrOps and recommending the way forward.

Conclusions

The pilot project successfully utilized EASA regulations, seamlessly integrating specific safety regulations from pMS. The developed EMASR-AirOps for Military Aviation – Transport Fleet - aligns military aviation safety standards with civil aviation practices, enhancing safety and operational efficiency. The project’s deliverables include:

  • Basic Aviation Safety Principles (BASPs)
  • EMASR-MilAirTrOps

The project experienced delays due to personnel changes within the EDA, but the methodology proved effective in achieving its goals.

SB NAD (NAD pocs in cc) and ESMAB conclusions: 

  • Approved the EMASR’s (European Military Aviation Safety Reference for Military Air Transport Operations).
  • Approved the publication of the BASPs (Basic Aviation Safety Principles) and EMASR’s developed by the TSAMA project team.
  • Approved the Pilot Phase Report for the transport fleet test case, ending the pilot phase.
  • Noted the EDA initiative to develop a generic template of an Air Transport Operations Manual based on EMASRs and the EATC OM-A.
  • Decided to close the TSAMA Transport fleet project.
