Europe possesses a comprehensive range of defence industrial capabilities and competences, many of which are world leading. Together, they constitute the European Defence Technological and Industrial Base (EDTIB). This precious asset exists largely as the result of past national investments. If we want to preserve a competent EDTIB, capable of manufacturing key defence equipment and thereby retaining the “operational sovereignty” for Europe to act in world events, governments need to look beyond their immediate financial difficulties and focus on ensuring that critical European defence industrial capabilities are maintained.

“Building a European DTIB has many facets. Much of the practical, daily work is undertaken by the EDA. Commission initiatives can also act as a catalyst in the process. But a lot will depend on the political will of the Member States. The question is: for how long can the DTIB survive if Europe continues to postpone reforms which are generally accepted as unavoidable?” Günter Verheugen, Commission Vice-President, February 2007.
