Man portable air defence systems (MANPADS) are a formidable threat to the EU Member States' forces. They are cheap, readily available on the black market, they can be easily transported and their operation requires little training. Adversaries try to deny the forces freedom of manoeuvre and the threat is aggravated in CSDP operations where military forces must operate also in difficult terrain and where the use of the third dimension is the prerequisite for rapid and precise operations.

Counter MANPADS is one of the Capability Development Plan (CDP) priority areas in which EDA Steering Board has tasked the Agency to gather information on national R&T activity (current and planned), and national levels of ambitions for future work. EDA has prepared a Strategic Context Case outlining the next development steps concerning both European defence capability and R&T cooperation. EDA is implementing the recommendations of the Strategic Context Case with the support of the participating Member States and in close cooperation with stakeholders like European Commission and NATO.
