EDA and Norway have concluded an Administrative Arrangement in 2006.

In the scope of the European Defence Equipment Market, Norway participates in the EDA Regime on Defence Procurement, including its Code of Conduct on Offsets. Under the Regime Norway, together with the other participating governments and industry, has voluntarily committed to more open cross-border competition for defence equipment contracts.

In addition to the work on the European Defence Equipment Market, Norway is making a substantial contribution to the Agency’s activities on defence Research and Technology (R&T). On the basis of the Administrative Arrangement with EDA, Norway is an important partner in the Agency’s two Joint Investment Programmes and several other important R&T programmes.
