ESSOR

The European Secure Software Defined Radio (ESSOR) programme, established by six contributing Member States (Finland, France, Italy, Poland, Spain and Sweden), was signed on 19 December 2008 between A4ESSOR (the prime contractor) and OCCAR-EA (Conjointe de Coopération en matière d'ARmement-Executive Administration), which took on the responsibility to manage the programme on 5 June 2007.

The duration of this programme is four and a half years providing last deliverables by mid 2013. The total value of the ESSOR programme is € 106,3 million. The strategic aim of the ESSOR Programme is to provide the basis for development and production of Software Defined Radio (SDR) products in Europe in order to have the equipment operational in Europe in the timeframe up to 2015. The following activities are planned to realise this objective:

  • contribute to the development of an autonomous European Defence Technology Industrial Base (EDTIB) in SDR through the establishment of the normative referential required for the development and production of a military SDR in Europe;
  • define referential system architecture for ESSOR shared at the European level using the Joint Tactical Radio System (JTRS) Software Communications Architecture (SCA) as a basis, and develop an associated certification environment;
  • define and develop a new High Data Rate (HDR) waveform, which may be promoted as a new standard, and to implement such HDR waveform on selected platforms;
  • complement European Commission and EDA activities in support of a coordinated European approach to SDR;
  • promote a common European Defence position in SDR;
  • investigate the ESSOR concepts of interoperability and portability. The draft ESSOR architecture (revision 0) is completed and the implementation of this common architecture on the six national platforms has started by A4ESSOR and its main subcontractors (National Champions).
