Short description of the request The Netherlands Ministry of Defence has the intention to procure (approximately) 110 parachutes for the Royal Netherlands Navy and the Royal Netherlands Army. These parachutes should be used for different jumps for military operational purposes: 1) hand deployed, 2) static line drogue, 3) static line square double bag and 4) tandem. To explore which parachutes meet these requirements and are available at the market, the Defence Materiel Organisation (DMO) is conducting a market survey (RFI). With this request, the DMO wishes to receive more specific (detailed) information regarding the possible solutions your company is able to offer.

Additional information Requesting the following: Introduction The Netherlands Ministry of Defence has the intention to procure (approximately) 110 parachutes for the Royal Netherlands Navy and the Royal Netherlands Army. These parachutes should be used for different jumps for military operational purposes: 1) hand deployed, 2) static line drogue, 3) static line square double bag and 4) tandem. To explore which parachutes meet these requirements and are available at the market, the Defence Materiel Organisation (DMO) is conducting a market survey (RFI). With this request, the DMO wishes to receive more specific (detailed) information regarding the possible solutions your company is able to offer. Obligations Both this RFI and your reaction are free of any obligations both by you and the Dutch Government. You are not entitled to any reimbursement of costs involved in the preparation of your information, no matter whether the procurement process will eventually be effected or not. Your information will be handled confidentially. Please be aware that a possible tender will be put out in competition. Responding to this RFI does not automatically mean that responding companies will be qualified to receive a formal Request for Quotation in the future. The formal procedure for procurement will be determined by the DMO later on. Request for quotation Based upon the information received as an outcome of this RFI, the DMO will decide whether or not a RFQ will follow. As part of the possible RFQ, detailed specifications will be issued. In case an RFQ follows, the contract will be, in all probability, published on the website of the European Defence Agency. Scope of information Based on the use of the parachutes as described in paragraph “Introduction” we kindly ask you to provide us with information (as stated below) on parachutes that could be considered: -Detailed information on the parachute and its constituent parts (including size, life expectancy). -Information on the aspect ratio of the parachute and the reserve parachute. -Information on the deployment weight of the parachute and the reserve parachute. -Information on capability of the parachute opening and the reserve parachute opening in combination with speed and height. -Information on the lines of the parachute and the reserve parachute. -Information on the fabric of the parachute and the reserve parachute. -Information on the type of drogue release system. At least you should mention the type of system, the fabric and the type of bridle. -Information on the tandem harness. At least you should mention the type of webbing, type of hardware and the attachment points for equipment. -Information under which circumstances the parachute and reserve parachute can be used. You should at least mention: arctic and tropical circumstances, fresh and salt water circumstances, day and night circumstances. -Information on the construction that is used for safety. -Information on maintenance of the parachutes: it is the intention that riggers should be able to do the maintenance. The maintenance should include inspection, reassembly and assembly of the full parachute system. Please state how and what you are going to instruct two riggers. -Information on interfaces and ergonomics. You should at least mention if separate components are interchangeable, if control levers are identical in all systems and where the secondary drogue release system is assembled. -Information on continuity. You should at least mention how long a daily inspection takes and how long repack of the parachute takes. -Information on instruction for the operators, including pricing. -Information on pricing including a detailed price breakdown per parachute system. -An estimated time schedule for the delivery of the first system, counting from the signing of the contract. -A summary of the company possibilities to assist in different aspects of the parachute system (documentary, training, spare parts, etc), including pricing. -Information on company background including experience on similar projects. Information on the technical and operational performance of operational systems fielded by your company. Miscellaneous information We kindly request you to provide us with all other (technical) information relevant to this RFI and which you can not provide under one of the subjects mentioned in Scope of Information.
