EU NEC

NEC is a very complex effort, linked to on-going, planned and to be agreed initiatives in all three domains: People, Information, TEchnology (PIT); the findings can be seen from more than one perspective:

By definition, NEC supports the EU’s comprehensive approach. Identical set of actors in need of a comprehensive and coordinated action within the CSDP framework, have also the requirement to optimise the exchange, sharing and protection of information. As such NEC constitutes the main enabler for the comprehensive approach of the EU.

NEC is a civil – military capability. It addresses the synergies between civil and military actors and their efforts in CSDP. It has been designed from the start as a civil–military initiative and it constitutes a driver through all subsequent efforts. Hundreds of civil and military experts contributed to the Vision and the Roadmap (see
NEC Implementation Study).

The capability approach: NEC provides the environment which allows other capabilities to become network enabled. The environment contains principles, capability design guidelines, maturity model with assessment criteria, and an overarching architecture, all currently under development or refinement. Addressing altogether development of civil and military capabilities is a strong driver when seeking synergies.
sxc.hu Although NEC has three dimensions, both the Concept and the Vision underline the increased significance of the human and the information dimensions, whereas the technological factor has a secondary position, acting as an enabler. This is quite a novel approach, pioneered by the EU. Other countries or international organisations, such as NATO and US, have started to explore their own implementation along the same line of thinking.
