Multinational logistics support
RCA Tchad In order to improve the Third Party Logistic Support (TPLS) for Crisis Management Operations the web-based EU TPLS Platform was established. The aim of the platform is to act as an information provider between governmental Contracting Authorities (CA) and commercial Economic Operators (EO). The platform consists of several modules such as the Catalogue of Services/List of Service Providers, the business opportunities, a basic library of relevant documents and a web forum (restricted to CA).
Work is progressing on enhancing the functionality to improve the exchange of information, best practice and lessons learned between Contracting Authorities. Therefor the current demonstrator software will be amended by the Virtual On-Site Information Centre (VOSIC), which is a tool for the J4/J8 branch to share TPLS related information in the area of operation. In addition to the further development of the software, work is on-going to cooperate with other entities (such as EUMS, ATHENA …) in order to integrate them in the TPLS community.
The main challenge until 2012 is the development of the new platform software (based on the demonstrator) which has to be more stable and user-friendly. The final task of this project is the development of a business-model, including the decision on who will run the platform in the long term, and to implement it.
